Abstract

Food security is one of the most strategic development issues, particularly in Indonesia as the world’s largest Muslim-majority country. Despite its vast potential, waqf land in Indonesia remains predominantly used for worship facilities and has not been optimally developed for productive purposes. This study aims to systematically analyze how the optimization of waqf land for productive agricultural use can contribute to food security from the perspective of maqāṣid al-sharī‘ah. Using the Systematic Literature Review (SLR) method and guided by the PRISMA 2020 protocol, this research examines relevant scholarly publications from 2015 –2025 sourced from various national and international academic databases. From approximately 25–30 articles that met the inclusion criteria, the findings show that productive waqf land significantly contributes to the four pillars of food security : availability, access, stability, and utilization particularly through the provision of local food production, affordable pricing schemes, empowerment of small farmers, and strengthening of community food reserves. The review also demonstrates that waqf-based agriculture aligns closely with the realization of key dimensions of maqāṣid al-sharī‘ah, namely ḥifẓ al-nafs, ḥifẓ al-māl, and ḥifẓ al-bi’ah. The novelty of this study lies in formulating an integrative framework linking waqf land, food security, and maqāṣid al-sharī‘ah, which may serve as a foundation for designing institutional models and policy directions for waqf-based agricultural development in Indonesia.
